Michael F. Freeman

Michael Freeman’s career in energy and environmental management spans more than 30 years and includes, among other things; project development and management, financial analysis and project administration, renewable energy development, environmental sustainability, and implementing energy and waste efficiency studies and programs. Mr. Freeman has been responsible for identifying project sites for both utility and commercially-sized renewable energy developments, conducting environmental and financial site reviews, qualitative and quantitative site analysis, managing and directing site control activities, developing and negotiating host community economic development agreements, power sales contracts, and monetizing GHG credits for biomass fueled power plants in several states. He has successfully pursued large-scale DOE grants for the development of off-shore wind power projects. In addition, he has managed environmental permitting programs for renewable energy and waste-to-energy projects.

Mr. Freeman’s financial expertise includes budgeting and cash flow management, cost estimating and financial modelling, taxation and financial reporting, and the development of payment in lieu of taxes (PILOT) agreements.

His work at Mondre Energy has included the preparation of residential and commercial baseline studies supporting the implementation of incentive programs for the installation of energy efficient lighting and HVAC projects, an investigation of the feasibility of on-bill financing programs, and preliminary screening of the financial feasibility for a municipally owned multi-building solar energy project.

Mr. Freeman has also prepared commercial building energy benchmarking studies for various clients in compliance with City of Philadelphia’s benchmarking law. He is proficient in the use of EPA’s Energy Star Portfolio Manager and Mondre Energy’s proprietary energy auditing software tools.
